To effectively implement the project to develop passenger and worker transportation in the 2021-2025 period, the Department of Transport requests the Provincial Management Board of Industrial Zones to direct industrial zone infrastructure investors to complete the investment of the construction of parking lots in industrial zones according to planning; announce the operation of the parking lot and bus route end point in industrial zones according to regulations.

Continue to strengthen propaganda and guidance for businesses and workers to use worker shuttle services from transportation business units being qualified to operate according to regulations and have good service quality. Strictly manage vehicles transporting workers into and out of industrial zones, resolutely let no vehicles transporting workers not ensuring operating conditions into and out of industrial zones. Arrange pick-up and drop-off points for workers in industrial zones to ensure order and safety. Coordinate with competent authorities to promptly inform cases of violations by vehicles transporting workers for inspection and handling.

People's Committees of districts, the district-level town and the city review and clearly identify planned locations for parking lots and bus stations, publicly organize planning and call for investors, mobilize socialized capital to invest in construction of planned parking lots. Create the most favorable conditions and support for organizations and individuals wishing to invest in building parking lots to transport workers according to the objectives of the approved project. Strive by the end of 2024 to basically ensure parking and bus station infrastructure to serve transport activities to transport workers in the province.

Strengthen the management of the operation of parking lots to transport workers in the area. Review, urge and guide management units of parking lots to transport workers having been included in the planning, complete procedures and submit documents to competent authorities for approval to invest in construction and upgrading. Meets prescribed standards, ensuring project implementation time. Take measures to manage and handle violations according to the provisions of law for parking lots that operate spontaneously and do not ensure operating conditions according to regulations. Parking lots are only allowed to operate after completing the prescribed announcement procedures.

Coordinate with the Department of Transport in managing and supervising transportation activities to transport workers. Identify stops to pick up and drop off workers in the area to ensure technical standards according to regulations, in accordance with the convenient and safe travel needs of the people and to develop passenger transport services in the province to complete the goals, tasks and solutions of the Project.
