In the 2023 – 2035 period, Bac Giang province will arrange 4 district-level administrative units, including: merging the administrative boundary of Yen Dung district with Bac Giang city; adjusting the administrative boundaries of Luc Ngan district and Son Dong district to establish Chu town, Luc Ngan district (new) and Son Dong district.

Continue to invest and develop Hiep Hoa district and Lang Giang district to meet class IV urban criteria to establish Hiep Hoa town and Lang Giang town; invest in developing Viet Yen district-level town to become a city.

Arrange commune-level administrative units falling under mandatory arrangements. The specific boundaries of each district and commune level administrative units must be consistent with each development stage of the provincial planning period. The scope, boundaries, geographical names and specific plans for arranging administrative units at district and commune levels are implemented according to the plan for arranging administrative units and decisions of competent authorities.

Develop inter-district and district areas

For the economic key region, adjust the areas within the economic key region in accordance with the plan for arranging administrative units, the scope of the economic key region, including: expanded Bac Giang city (merged with Yen Dung district), Viet Yen district-level town, Hiep Hoa district, the West - Southwest area of ​​Luc Nam district (including Doi Ngo town and 09 communes: Phuong Son, Chu Dien, Lan Mau, Yen Son, Kham Lang, Bac Lung, Vu Xa, Cam Ly, Dan Hoi) and part of the southern area of ​​Lang Giang district (including Voi town and 06 communes: Xuan Huong, Tan Dinh, Thai Dao, Dai Lam, My Thai, Xuong Lam).

For district development, take out of the planning of regional development plan for Yen Dung district and the regional development plan for Luc Ngan district to ensure compliance with the plan for arranging district-level administrative units (merging Yen Dung district into Bac Giang city; separating Luc Ngan district into Chu town and new Luc Ngan district). Adjust the development plan for Bac Giang city region. Adjust the development plan for Viet Yen district into the development plan for Viet Yen district-level town. Supplement the development plan for Chu urban area and Luc Ngan district (new). Arrange commune-level administrative units falling under mandatory arrangements.

Adjust industrial and service zone development plans

For industrial zone development, take out Huyen Son Industrial Zone planning with an area of ​​150 hectares; adjust to reduce the area of ​​Tien Son - Ninh Son Industrial Zone by 133 hectares. Adjust the boundary of Tien Son - Ninh Son Industrial Zone - Urban - Service and industrial zone area. The industrial zone area after adjustment is 167 hectares (decreasing by 56 hectares) based on the adjustment to reduce the area of ​​Tien Son - Ninh Son Industrial Zone by 133 hectares. Adjust the planning of Tien Son - Ninh Son logistics zone with an area of ​​77 hectares to convert it into industrial zone land belonging to Tien Son - Ninh Son Industrial Zone. Adjust An Ha Industrial Zone, Lang Giang district with an area of ​​300 hectares from the 2031 - 2050 period to be implemented in the 2021 - 2030 period, of which to be implemented in the 2021 - 2030 period with a scale of 206 hectares, expanded by 94 hectares in the 2031 – 2050 period.

For service area development, adjust the boundary of Yen The golf course area at Cau Re lake area, Tien Thang commune, Yen The district; Adjust the boundaries of the golf course and resort area in Cuong Son commune, Nghia Phuong, Luc Nam district. Adjust to reduce the area of ​​Yen Ha golf course area by 51 hectares in Yen Lu commune, Yen Dung district and Van Trung commune, Viet Yen district-level town. The area after adjustment is 149 hectares (of which, the golf course area remains 94 hectares). Adjust to increase the golf course area at Ho Cao golf course and resort, sports and entertainment area in Huong Son commune, Lang Giang district from 75.38 hectares to 126.38 hectares (maintaining the size of the entire area 420 hectares). Remove from planning the Nham Bien general service and logistics area (Nham Bien town, Yen Dung district) with an area of ​​about 80 hectares. Remove from planning Tien Son - Ninh Son general service and logistics area, Viet Yen district-level town with an area of ​​about 77 hectares (adjusted to Tien Son - Ninh Son Industrial Zone land).

Bac Giang has 22 urban areas by 2030

Regarding urban network development, by 2030, Bac Giang province will have 22 urban areas (decreasing by 07 urban areas compared to the approved planning), including 01 class I urban area (Bac Giang city), 01 type III urban area (Viet Yen city), 04 type IV urban areas and 16 type V urban areas.

Regarding plan to arrange administrative units as district-level urban areas in the 2023 - 2025 period, Bac Giang province plans to arrange 04 district-level administrative units (including 01 district-level urban area being Bac Giang city) into 04 new district-level administrative units (including 02 new district-level urban areas). Specifically, merge the entire Yen Dung district with Bac Giang city; arrange and adjust the administrative boundaries of Luc Ngan district and Son Dong district to establish Chu town, Luc Ngan district (new) and Son Dong district.

Regarding the plan to arrange administrative units as commune-level urban areas in the 2023 - 2025 period, Bac Giang province plans to arrange 05 commune-level administrative units as urban areas, of which 03 administrative units are subject to arrangement, 02 administrative units are encouraged for arrangement. In addition, 13 planned communes will be arranged into wards and towns. In the 2026 - 2030 period, Bac Giang province plans to arrange 03 administrative units as commune-level urban areas.
