Accordingly, Chairman of the Provincial People's Committee requests the Department of Industry and Trade to highlight the role and responsibility of the focal agency, organize implementation, urge and request agencies, units, localities, organizations and individuals to strictly implement the management and development of industrial cluster. Review the approved industrial cluster development plan, ensuring complete information, feasibility, synchronization, consistency and no overlap with other plans. Evaluate and advise the Provincial People's Committee and Chairman of the Provincial People's Committee to issue plans for investment implementation and development of industrial clusters. Urge, guide and request district-level People's Committees for management solutions and conversion plans for industrial clusters withdrawn from the planning.

Review and evaluate mechanisms and policies that have been issued and directed on industrial cluster management and development; promptly report, advise and propose adjustments, additions and replacements. Monthly preside and coordinate to review, inspect and evaluate the progress of site clearance, investment in technical infrastructure construction, investment attraction, and operational management of industrial clusters. Preside over or coordinate to inspect, examine and handle violations of law at industrial clusters.

The Department of Planning and Investment presides over and coordinates research and advises on implementing regulations on investment support for industrial cluster technical infrastructure construction and other contents. Guide and urge investors and businesses in industrial clusters to strictly comply with legal regulations on investment and other regulations. Check and evaluate the capacity and experience of secondary investors; orientation and priority promotion to attract projects with industries with ability to link and support each other into the same industrial cluster; industries with high technology, being clean, consuming little energy, bringing high value, and having sustainable development. Strengthen inspection and examination of investment and investment attraction in industrial clusters. Strictly handle violations, investment projects being slow to invest, or not investing according to regulations.

The Department of Finance presides and coordinates research and advises the Provincial People's Committee to implement regulations on support for cluster development activities and other contents. Preside and coordinate to guide industrial cluster investors and district-level People's Committees to manage and operate industrial clusters with technical infrastructure projects formed from the state budget.

The Department of Construction guides, urges, and requests industrial cluster investors and district-level People's Committees to strictly implement regulations on preparation, appraisal, and approval of detailed industrial cluster construction planning and other regulations. Preside and coordinate inspection, examination, handling and rectification of compliance with legal regulations in construction to ensure that industrial clusters are invested and built synchronously.

The Department of Natural Resources and Environment regularly guides, urges, and requests industrial cluster investors, district-level People's Committees, and enterprises in industrial clusters to strictly implement current legal regulations natural resources and environment. Strengthen inspection of wastewater and waste treatment for industrial cluster investors and businesses in industrial clusters.

The Provincial Police guides, urges and requests industrial cluster investors and businesses in industrial clusters to strictly implement legal regulations in fire prevention and fighting. Preside over and coordinate to inspect, handle and correct compliance with legal regulations on fire prevention and fighting.

The Department of Justice actively coordinates to review and evaluate mechanisms and policies that have been promulgated and directed in the management and development of industrial clusters to report, advise and propose adjustments, supplements and replacements.

People's Committees of districts, the city and the district-level town research and implement Decree No. 32/2024/ND-CP dated March 15, 2024 of the Government. Strengthen state management; regularly inspect and monitor the activities of investors and businesses in clusters, promptly detect, rectify and strictly handle violations. Review current regulations and local practices. Develop management and conversion plans for industrial clusters withdrawn from the plan. Arrange funding and mobilize resources to focus on investing in synchronous construction of technical infrastructure of industrial clusters assigned as the investor. Direct the commune-level People's Committee, divisions, units, investors, and enterprises in industrial clusters to strictly implement legal regulations on industrial cluster management and development. Accelerate the progress of site clearance, land allocation for land lease, administrative procedures, organize construction and complete synchronous industrial cluster infrastructure, attract investment, and organize production and business.
