Here, Chairman of the Provincial People's Committee Le Anh Duong and representative leaders of departments, sectors and units inspected the projects: Renovation and upgrade of NH17 section from Cong Kem to Tien Phong; construction of DH.5B road; construction of Dong Viet bridge; Yen Lu Industrial Zones. These were key projects of the district with important implications for the socio-economic development of the locality in particular and Bac Giang province in general.

Inspection showed that the projects would be being accelerated by contractors right after the site was handed over. However, some projects still had problems due to lack of people's consent in site clearance.

Specifically, for the project to renovate and upgrade NH17 section from Cong Kem to Tien Phong, up to then, the People's Committee of the district had issued a decision to revoke and approve site clearance compensation plan for 8.25 hectares, reaching 100%. However, at the Tien Phong intersection area, due to difficulties and problems in determining the type of land for the area to be recovered related to residential land, there were still 06 households with 07 plots of land with an area of 331.4 m² having not yet received compensation and handed over the site for construction.

For the project to build Dong Viet bridge and road leading to the bridge (Cao Dong slope intersection area, Dong Phuc commune), the People's Committee of the district had issued a decision to recover land, approved compensation plan, and site clearance support for 47 households located within the scope of land acquisition for project implementation, ensuring the entire area for main road surface construction. To date, 5/24 households had received money and handed over the site, while 19 households had not received site clearance compensation. Similarly, the DH.5B road construction project also had an area of 119 m² of residential land belonging to a household having not yet agreed on a compensation plan.

For the Yen Lu Industrial Zone project, the People's Committee of the district had recovered and approved the compensation plan reaching 82.0%. Households whose land was recovered had basically received compensation and support. The remaining area was due to problems with some graves and people did not agree on a compensation plan. the People's Committee of the district had also issued a notice of land recovery, declaration, inventory, and been preparing a draft plan, striving for approval and basic payment to be completed before April 30, 2024.

Through discussions, district leaders said that in the above projects, the People's Committee of the district was continuing to direct agencies, units and localities to continue propagandizing and advocating for households to agree with the State policy. At the same time, focus on resolving petitions and completing enforcement documents in case people whose land was recovered did not comply. The District People's Committee also planned to organize construction protection and land recovery enforcement in April 2024.

After the actual inspection, Chairman of the Provincial People's Committee Le Anh Duong highly appreciated land clearance of the district, typically Yen Lu commune’s leaders had actively propagated and mobilized people to agree with the policy and economic development policy of the province.

For projects with road sections being behind schedule as people had not agreed with the site clearance compensation plan, Chairman of the Provincial People's Committee Le Anh Duong requested the district to be highly focused, flexible, close to the basis with reasonable solutions to implement projects, do everything to the end, let no delays persist to affect general progress of projects.

People's Committees of communes with ongoing traffic projects would continue promoting propaganda so that people clearly and deeply understand the policies and benefits of local transport infrastructure development, thereby voluntarily donating land to build roads.

Regarding the Yen Lu Industrial Zone project, after completing the plan to change the land use purpose, People's Committee of the district shall be flexible in planning the overlapping land, promoting local socio-economic development.

For the project to renovate and upgrade NH17 section from Cong Kem to Tien Phong and the DH.5B road construction project, after completing the transport infrastructure, the commune government shall actively mobilize people to participate in beautifying sidewalks, planting trees, decorating streets, and creating a clean and beautiful environment.

For the Dong Viet bridge construction project and the road leading to the bridge (Cao Dong slope intersection area, Dong Phuc commune), Chairman of the Provincial People's Committee emphasized that the district People's Committee would resolutely speed up site clearance progress at bottlenecks, let no site clearance compensation generally affect project progress.

The Chairman of the Provincial People's Committee requested the Department of Transport to coordinate with the contractor to research plans to ensure traffic safety in this area. The contractor shall mobilize highly concentrated human resources to construct items, striving to complete the project in August 2024, inaugurate the bridge on September 2./.
