Focus on removing difficulties and speeding up implementation of investment projects on construction and business of industrial zone infrastructure

On the morning of April 24, Vice Chairman of the Provincial People's Committee Phan The Tuan chaired a working session with members of the Working Group to implement industrial zones established in the 2022-2025 period on the implementation of investment projects on construction and business of industrial zone infrastructure in the province in the first quarter of 2024.

According to the report of the Provincial Management Board of Industrial Zones, in the first quarter of 2024, the members of the Working Group and the Supporting Group for the Working Group implementing industrial zones had closely followed the contents of the Plan on implementing industrial zones established in the 2022-2025 period; proactively monitored, urged and controlled the progress of implementation of established industrial zones.

Up to now, Quang Chau (expanded), Hoa Phu, Viet Han (existing phase), and Tan Hung industrial zones had basically completed site clearance and technical infrastructure investment according to plan. In particular, Viet Han Industrial Zone and Tan Hung Industrial Zone had completed 100% site clearance, infrastructure construction investment had been carried out to ensure compliance with the proposed plan, and soon put industrial zones into operation. Viet Han, expanded Quang Chau, Tan Hung had attracted basic investment to fill, a number of secondary investors had deployed construction investment and come into operation, contributing to promoting socio-economic development of the province.

During the implementation process, members of the Working Group regularly grasped difficulties and problems; clarified the causes and responsibilities of each agency and unit, promptly advised the Chairman of the Provincial People's Committee to direct departments, sectors and localities according to their assigned functions and tasks to resolve and create favorable conditions for investors to accelerate the implementation of industrial zones.

However, the process of implementing some industrial zones still had difficulties and obstacles such as: Compensation and site clearance of some industrial zones was still slow, not ensuring progress as planned. Some industrial zones had been put into operation but there were still some areas with land clearance problems. The progress of investment in infrastructure construction in basic industrial zones was slow compared to the proposed plan. The progress of preparing legal procedures and investing in the construction of line systems and 110KV transformer stations in Yen Lu Industrial Zone and Tan Hung Industrial Zone was still slow. The implementation of investment procedures in 2 industrial zones: Yen Son - Bac Lung, Tien Son - Ninh Son was still slow as planned.

Discussing at the working session, members of the Working Group and representatives of leaders of departments, sectors, units and localities analyzed and clarified difficulties and obstacles, and proposed solutions to overcome difficulties, solve problems and limitations.

Concluding the working session, Vice Chairman of the Provincial People's Committee Phan The Tuan emphasized that in recent times, the activities of industrial zones and clusters had contributed positively to the growth of industrial production value and socio-economic development of the province.

In order to continue to develop industrial zones and clusters, have premises to attract investment in the coming time, for projects with approved investment policies, and projects still having some outstanding issues, Vice Chairman of the Provincial People's Committee recommended that sectors, units and localities focus on directing and reviewing to completely resolve difficulties and obstacles in site clearance; urgently complete land allocation and land lease for land clearance areas. Focus on resolving existing problems and speeding up construction progress for items that would soon have a clean land fund to attract investment. Along with that, closely follow the provisions of the Land Law, focus on directing the review and resolving shortcomings and limitations.

For some projects being still slow, he requested the Provincial Management Board of Industrial Zones to urge and request industrial zone investors to focus on synchronously perfecting industrial zone infrastructure on the allocated land area, attracting the filling of industrial zone area. At the same time, focus on implementing the work according to the schedule set out according to the plan.

Regarding the industrial zone power grid infrastructure, he requested the Provincial Management Board of Industrial Zones, the Department of Industry and Trade, and the Provincial Power Company to work out solutions to speed up the progress of power grid infrastructure construction. Regarding power projects, he requested the Department of Industry and Trade to continue closely following each 220KV and 110KV Transformer Station project, grasp the difficulties and obstacles for each project, and proactively coordinate with sectors, advise the Working Group to jointly resolve and ensure progress in attracting investment to industrial zones.

Regarding the preparation, appraisal and approval of industrial zones construction planning, the Provincial Industrial Park Management Board focuses on completing the preparation, appraisal and approval of industrial park construction planning. The Department of Construction urges to speed up the progress of appraisal and submission to the Provincial People's Committee for approval of industrial park construction planning according to the set schedule.

Regarding the proposal to the Prime Minister to approve the policy of new and expanded industrial zones, the Provincial Management Board of Industrial Zones shall closely follow the project progress; coordinate and support investors to overcome difficulties and speed up implementation progress.

At the working session, members of the Working Group agreed to approve the Draft Operational Regulations and assign tasks of the Working Group and the Assisting Group to the Working Group in implementing industrial zones established in the period of 2022 - 2025./.
