Strengthen urgent measures to prevent and fight forest fires

On April 8, 2024, Vice Chairman of the Provincial People's Committee Le O Pich issued Official Dispatch No. 1822/UBND-NN requesting departments, sectors, units and localities in the province to proactively and strengthen urgent prevention measures for fire and forest fire fighting in 2024.

Chairman of the Provincial People's Committee requests Chairpersons of the People's Committees of districts, the district-level town and the city to be responsible for fire prevention and fighting in the area, and to urgently direct the People's Committees of communes with forests and functional agencies to strictly carry out management responsibilities about fire prevention and fighting. Strengthen inspection and supervision of fire prevention and fighting, consider this a key task, be absolutely objective and attentive.

Proactively arrange forces, means, materials, and funds to well implement the "four on the spot" motto in fire prevention and fighting. Arrange local reserve funds and other legal capital sources to ensure good implementation of fire prevention and fighting. Have a ready and proactive plan to move people out of dangerous areas when necessary, ensuring the safety of life and property of the people and the state.

Strengthen propaganda and education to raise awareness and responsibility in fire prevention and fighting. Inspect, urge and guide people to control the use of fire in and near forests, especially slash-and-burn activities. Immediately stop using fire to treat vegetation and other fire practices with risk of causing forest fires during peak periods of high forest fire.

The Department of Agriculture and Rural Development is responsible for directing and organizing fire prevention and fighting throughout the province. Regularly monitor forest fire warning information on the Forest Protection Department's early fire warning information system to check and early detect forest fires. Actively coordinate with the Provincial Hydrometeorological Station to forecast and provide warning information to issue forest fire forecasts to localities, forest owners and people for proactive prevention.

Organize response to National Clean Water and Environmental Sanitation Week 2024

On April 8, 2024, Vice Chairman of the Provincial People's Committee Le O Pich issued Official Dispatch No. 1757/UNND-KTN requesting departments, sectors, units, unions and People's Committees of districts, the city and the district-level town to organize Responding to National Clean Water and Environmental Sanitation Week 2024.

Chairman of the Provincial People's Committee requests the People's Committees of districts, the city and the district-level town, departments, sectors and unions to participate in the program of choosing a typical location to organize a rally to launch a response to the National Clean Water and Environmental Sanitation Week with the participation of agencies, units, departments, sectors, unions, governments at all levels, students and people of all walks of life to encourage the entire population to mobilize for general cleaning and maintenance of water supply and sanitation works.

Propagate and widely disseminate on mass media, hang banners, posters, distribute documents and leaflets with objectives, content, typical factors, good lessons on clean water supply and local environmental sanitation.

Organize communication campaigns through activities of the Youth Union, schools, and local socio-political organizations to educate, raise awareness, and change community behavior about using clean water, maintain environmental and personal hygiene to improve health and prevent diseases.

For schools, it is important to organize media events, direct media activities or integrate educational and propaganda activities about the above contents into teachers' lectures during class periods.

Organize troops to repair water supply works and clean up sanitation in households and public areas. Mobilize all people to clean village roads and alleys, build a civilized lifestyle and cultured families in association with the "All people build new rural areas" movement.

People's Committees of districts, the city and the district-level town and departments, agencies, unions, political and social groups proactively allocate budgets and direct organizations to respond to the National Clean Water and Environmental Sanitation Week in 2024 in a formal, practical and economical way, avoiding formality and waste.

Deploy the organization of Action Month for Children in 2024

On April 11, 2024, Standing Vice Chairman of Provincial People's Committee Mai Son signed Plan No. 26/KH-UBND to organize Action Month for Children in 2024.

Action Month for Children 2024 will be held from June 1, 2024 to June 30, 2024 with the "Practical action, prioritize resources for children" theme.

The month of action focuses on activities including promoting propaganda, education, dissemination of laws, policies, etc. related to children in many forms, simultaneous communication on the media the masses, social networks and each family and community.

Receive and manage children for local summer activities; organize entertainment, cultural, sports and tourism activities and activities promoting children's participation. Mobilize voluntary contributions from agencies, organizations and individuals at home and abroad to implement children's goals prioritized by the State or build works for children in accordance with regulations.

Organize visits, give gifts, award scholarships and support medical examination and treatment for poor children, ethnic minority children, and children in special and difficult circumstances; promptly support children being victims of abuse and violence. Construct works, schools, classrooms, boarding houses, entertainment and recreation spots for children in accordance with the provisions of law.

Promote the movement of all people to care for, educate and protect children. Agencies, organizations, educational establishments, families, and individuals enhance their roles and responsibilities in implementing children's rights and duties. Strengthen coordination and implementation of the movement for all people to care for, educate and protect children in accordance with the law.

Strengthen inspection, examination and supervision. Focus on implementing policies and laws on children and exercising children's rights; prevent and combat violence and child abuse. Prevent and control accidents and injuries to children, especially drowning and traffic accidents; hygiene and food safety; culture, family, fitness, sports and travel; activities, products, information and communication media for children; road traffic, inland waterways, fire prevention and fighting, management of weapons, fireworks and explosives.

Manage chemicals, insecticidal and antibacterial products used in the household and medical fields

On April 11, 2024, Standing Vice Chairman of Provincial People's Committee Mai Son signed Plan No. 80/KH-UBND to manage chemicals, insecticidal and antibacterial products used in households and medical fields in Bac Giang province in the period of 2024 - 2030.

The plan aims to strengthen state management; improve capacity and awareness in the management and use of chemicals, insecticidal and antibacterial products used in households and medical fields.

To well implement the plan, units and localities strengthen the leadership and coordination of all levels and sectors in the management of chemicals, insecticidal and antibacterial products. Organize training for medical staff, state management officials, production, trading and use units on legal documents and safe use of chemicals, insecticidal and antibacterial products.

Strengthen propaganda on mass media about the management and safe use of chemicals, insecticidal and antibacterial products to raise awareness of medical staff and units operating in the field, organizations and individuals using chemicals and preparations.

Organize inspection teams, examine and supervise the management, purchase, sale and use of chemicals, insecticidal and antibacterial products at units and localities. Organize or coordinate to participate in interdisciplinary inspection and inspection teams on the implementation of legal regulations on chemical management. Deploy the prevention of smuggling, trade fraud, counterfeit goods, poor quality goods of chemicals, insecticides and antibacterial products. Control insecticidal and antibacterial chemicals and preparations circulating on the market but not used for the purpose for which they have been licensed for circulation.

Implement the National Strategy on preventing and controlling the harmful effects of tobacco until 2030

On April 13, 2024, Standing Vice Chairman of the People's Committee Mai Son  signed Plan No. 83/KH-UBND to implement the "National strategy on preventing and combating the harmful effects of tobacco until 2030" in Bac Giang province.

The plan aims to reduce the rate of tobacco use and the rate of passive exposure to tobacco smoke in order to reduce illness and death caused by the use of tobacco products.

Specifically, in the 2024 - 2025 period, reduce the rate of tobacco use among males aged 15 years and older to below 39%; females aged 15 years and older to below 1.4%. Reduce the rate of passive exposure to tobacco smoke: below 30% at work; below 75% at restaurants; below 80% at bars, coffee shops; below 60% at hotels. Prevent the use of e-cigarettes, heated tobacco products, shisha and other new tobacco products in the community.

During the 2026 - 2030 period, reduce the tobacco use rate among males aged 15 years and older to below 36%; females aged 15 years and older to below 1%. Reduce the rate of passive exposure to tobacco smoke: to below 25% at work; below 65% at restaurants; below 70% at bars, coffee shops, below 50% at hotels. Continue to prevent the use of e-cigarettes, heated tobacco products, shisha and other new tobacco products in the community.

To complete the plan's objectives, the plan requires specific determination of content, completion deadline and responsibilities of relevant agencies and organizations in implementing the Law on preventing and combating the harmful effects of tobacco and the National Strategy for preventing and combating the harmful effects of tobacco until 2030. Coordinate and synchronously deploy solutions to reduce the demand for tobacco use combined with control measures to each step to reduce tobacco supply. Ensure close coordination between relevant agencies, promptly urge, guide, remove or recommend competent State agencies to resolve difficulties and obstacles in the process of implementing the Law on preventing and combating the harmful effects of tobacco and the National Strategy for preventing and combating the harmful effects of tobacco until 2030./.
