Implement regulations on a number of policies for population allocation in natural disaster areas and extremely difficult areas

On March 11, 2024, the Provincial People's Committee issued Plan No. 21/KH-UBND to implement Resolution No. 69/2023/NQ-HDND dated December 13, 2023 of the People's Council of Bac Giang province stipulating some policies to implement population allocation in natural disaster areas and extremely difficult areas in Bac Giang province until 2030.

According to the Plan, the total number of households in natural disaster areas and extremely difficult areas that need to be stabilized in the province in the 2024-2030 period is 378 households. Of these, there are 239 households in natural disaster areas and 139 households in extremely difficult areas.

The Chairman of the Provincial People's Committee requests units and localities to arrange and stabilize the population to ensure the right subjects, the right orientation and goals of the Resolution and in accordance with the actual conditions of the province; in accordance with the socio-economic development plans and plans in the province, in order to proactively respond to climate change, ensure the safety of people's lives and property, and limit damage caused by natural disasters to the minimum level.

Arrange population stabilization associated with synchronous investment in essential infrastructure and production development so that people moving to new places have stable, long-term living conditions; aiming to form residential areas meeting new rural standards; consistent with the customs and cultural practices of each locality and region and for sustainable development.

Determine the target number of households to be arranged in a stable and reasonable manner in accordance with actual conditions, ability to mobilize capital and organize implementation locally from now to 2030. Determine specifically the main contents, tasks, solutions and responsibilities of each agency, unit and locality in organizing the implementation of the Resolution. Determine work content associated with responsibilities and promotion of the proactive and positive role of agencies, units and localities; supervision participation of the Fatherland Front Committee and socio-political organizations at all levels in the province in implementing the Resolution.

Survey and evaluate competitiveness at department, sector, unit and district levels

On March 11, 2024, the Provincial People's Committee issued Plan No. 57/KH-UBND to survey and evaluate competitiveness at department, sector, unit and district levels in Bac Giang province (DDCI) in 2024.

The Chairman of the Provincial People's Committee requests that the process of implementing the DDCI survey and assessment must ensure compliance with the content of Decision No. 1435/QD-UBND dated July 21, 2020 of the Chairman of the Provincial People's Committee approving the " Building a set of indicators and implementing competitiveness assessment at department, sector, unit, district and city levels in Bac Giang province in the 2020 - 2025 period" project.

For departments, divisions and sectors with little or no contact with public administrative procedures yet arising transactions and direct contact with businesses in reality, it is essential to provide business data with direct contact or transaction with businesses.

Organize a survey to assess competitiveness at the department, unit, sector and district, city and district-level town levels in Bac Giang province (DDCI) in 2024 on a technology platform using a complex of online methods through integrated software on https://ddcibacgiang.vn/. The content of the DDCI assessment survey needs to reflect the feelings of businesses and investors about the results of handling administrative procedures in particular, the capacity and attitude of officials and civil servants in each department, sector, unit and district/city/district-level town in serving people and businesses.

The survey sample selection must be scientific, demonstrating representativeness and reliability; transparency about the implementation process, monitoring mechanism, and responsibilities of relevant parties. Analysis and evaluation are based on evidence collected from the survey, not subjective assessments of the implementing unit. DDCI assessment survey response sheets need to be encrypted and stored, securing the identities of businesses and investors to build trust with respondents.

The results of the DDCI assessment survey are synthesized, analyzed, and evaluated accurately, completely, objectively, and transparently. It is important to keep information about DDCI ranking results confidential until the time it is announced by the Provincial People's Committee to ensure objectivity.

Improve the quality of friendly government in communes, wards and towns

Standing Vice Chairman of Provincial People's Committee Mai Son signed Official Dispatch 1165/UBND-NC dated March 11, 2024 on improving the quality of friendly government in communes, wards and towns.

Chairman of the Provincial People's Committee requests the Department of Home Affairs and localities in the area to increase investment in facilities, equipment, and working facilities, building a friendly working environment, aiming for a civilized and polite landscape and office environment, creating sympathy for people and businesses when coming to work with the government.

Pay attention to synchronously implementing friendly government criteria at the Receiving and Returning Results Department such as publicly posting administrative procedures, publicizing the phone numbers of leaders and civil servants who directly resolve them; equipping photocopiers and installing electronic equipment for people and businesses to directly evaluate the resolution of administrative procedures. Arrange the receiving and returning results department to ensure science and neatness, meeting 4 criteria of "faster, more economical, more reasonable, more friendly".

Ensure 100% of results are paid on time, strive for 30% of results to be paid earlier than scheduled time. If the settlement is slow, it must promptly notify and apologize in writing to people and businesses. Promote administrative reform and improve the investment environment; aiming for a transparent government serving the people. Strive that by the end of 2024, 60% and by 2025, 100% of communes, wards and towns in the province will be recognized as communes, wards and towns meeting friendly government standards. Strictly organize contact, dialogue and resolve complaints and denunciations.

Chairpersons of the People's Committees at district and commune levels proactively coordinate with Mass Mobilization Committees at the same level in implementing the criteria of friendly government so that the building of friendly government in communes, wards and towns in the province is essentially guaranteed.

The Department of Home Affairs is assigned to research and advise on amendments and supplements to the Friendly Government Criteria to suit the practical situation and meet the requirements of building an electronic government.

Organize Action Month on occupational safety and hygiene in 2024

On March 12, 2024, the Provincial People's Committee issued Plan No. 59/KH-UBND to organize the Action Month on Occupational Safety and Hygiene (OSH) in 2024 in the province.

Chairman of the Provincial People's Committee requests that before the Action Month on OSH (from April 1, 2024 to April 30, 2024), departments, sectors, unions of the province and People's Committees of districts, the district-level town and the city direct, guide production and business establishments under their management to develop plans to organize activities in response to the Action Month on OSH. Strengthen OSH assurance in workplaces and supply chains. Develop and publish publications, documents, broadcast messages and videos warning about risks causing unsafe labor as well as measures to control dangerous and harmful factors at work and in supply chains. Provide guidance on specific safe working skills for workers and employers to prevent labor accidents and occupational diseases. Production and business establishments in the province develop plans to organize activities in response to the Action Month on OSH.

During the Action Month on OSH, departments, sectors and organizations of the province and People's Committees of districts, the district-level town and the city regularly issue propaganda messages and publications on the themes and activities of the Action Month on OSH. Coordinate and direct the organization of OSH training for employers, labor safety officials and employees. Provide guidance on building regulations and safe working procedures, and advise on improving working conditions. Organize propaganda and training for workers without labor relations in the province.

Production and business establishments promote information and propaganda activities about OSH on loudspeaker systems, bulletin boards, etc. Launch an emulation movement committed to ensuring OSH and organize for workshops, production teams, and teams to register as OSH units to prevent labor accidents, production incidents, fires and explosions.

After the Action Month on OSH, departments, sectors and organizations of the province, People's Committees of districts, the district-level town and the city continue to direct and monitor the organization to overcome shortcomings and limitations in OSH of production and business establishments within the scope of management. Continue to strengthen the implementation of measures to control and prevent OSH hazards and risks. Instruct workers to self-assess risks before work and regularly during work. Organize employee health care activities, periodic health checks and early detection of occupational diseases for workers. Regularly inspect and improve working conditions, monitor the working environment and take corrective measures immediately when working conditions do not ensure safety for workers, etc.

Continue to promote the development of participating in voluntary social insurance

On March 15, 2024, the Chairman of the Provincial People's Committee issued Official Dispatch No. 1257/UBND-KGVX on continuing to promote the development of participating in voluntary social insurance in 2024.

Chairman of the Provincial People's Committee requests the Provincial Social Insurance to continue to coordinate with departments, sectors, units, provincial organizations and People's Committees of districts, the district-level town and the city to implement solutions and measures to develop and maintain effective participation of voluntary social insurance, striving to complete set targets. Timely resolve difficulties and problems to ensure timely benefits for participants in voluntary social insurance and health insurance. Direct the social insurance agencies of districts, the district-level town and the city to actively and proactively advise the People's Committees of districts, the district-level town and the city to organize and deploy the development and maintain of voluntary social insurance participants promptly and effectively.

Departments and agencies, according to their assigned functions and tasks, grasp the situation, strengthen, urge and direct the flexible and synchronous implementation of solutions to develop and maintain voluntary social insurance participants. Promote the experiences and achieved results, focus on overcoming limitations and shortcomings, and complete set targets. Promote propaganda and dissemination of policies and laws on social and health insurance, especially propagate the benefits of people participating in voluntary social insurance, the meaning and role of social insurance in life. Propaganda methods need to focus on campaign propaganda; propaganda content and forms need to be diverse, appropriate, and more people-friendly, targeting communication on social networks, etc. Focus on propaganda in localities with low social insurance participation rates.

People's Committees of districts, the district-level town and the city direct the Steering Committees for implementing social insurance and health insurance policies at the commune level to review and consolidate the Steering Committees, including members who are collection service organizations, unions, and residential group leaders, and at the same time clearly assign responsibilities and coordination relationships between the Steering Committees, the collection service organizations and the social insurance agencies. Continue to seriously implement the instructions in Directive No. 08-CT/TU dated July 2, 2021 of the Provincial Party Standing Committee on promoting the development of voluntary social insurance participants in the province during the 2021-2025 period, identifying the development of voluntary social insurance participants as a key task of the entire political system and heads of Party committees and authorities. Strengthen urging, inspection, and regularly grasp implementation progress in the area to promptly direct and remove difficulties and obstacles, striving to complete and exceed the planned targets./.
