Promote human resource development in the semiconductor industry

On the morning of April 16, at the Provincial Convention Center, the People's Committee of Bac Giang province organized the "Situation and solutions for developing labor resources in the semiconductor industry in Bac Giang province" seminar.

Attending the seminar were representatives of nearly 30 units including universities, colleges and a number of large semiconductor manufacturing enterprises investing in Bac Giang; representative departments, sectors, units, People's Committees of districts, the district-level town and the city.

Labor demand in the semiconductor industry is increasing

Opening the seminar, Standing Vice Chairman of Provincial People's Committee Mai Son emphasized the role and importance of the semiconductor industry, especially the power of semiconductor chips and AI technology. Bac Giang province, with its strategic position and development potential, had been witnessing a boom in the semiconductor industry. However, to fully exploit this potential, it was necessary to focus on building a high-quality workforce meeting market and technology requirements. He hoped that through this seminar, there would be specific and effective solutions, thereby creating a breakthrough in training human resources to serve the semiconductor industry in Bac Giang province.

Currently, the semiconductor industry played an important role in the development of the global economy, especially in the digital age. Clearly identifying the importance of the semiconductor industry, Bac Giang province had been focusing on directing and ensuring the best conditions to be ready to welcome investors from the semiconductor industry to Bac Giang province. To date, in industrial zones of Bac Giang province, there were 3 enterprises with semiconductor manufacturing industries, including: Hana Micron Vina Co., Ltd. invested by Korea; Si Flex Vietnam Co., Ltd. invested by Korea; Synergie Cad Vietnam Co., Ltd. invested by France.

The total number of employees working in semiconductor industry enterprises was currently 8,074 employees, of which 175 experts were foreign workers, 707 workers had university degrees, 775 workers had college degrees, 74 workers had intermediate and elementary degrees, and 6,343 were unskilled workers.

Employees recruited by enterprises to hold technical positions mainly graduated from university, college, and intermediate levels with majors in automation, electronic engineering, electronic equipment, and information technology, mechanical engineering, chemical engineering.

Diverse human resource development solutions

Speaking at the seminar, delegates predicted that in the coming time, the semiconductor industry would continue to develop, requiring high demand for labor recruitment, especially qualified labor.

Deputy Head of the Provincial Management Board of Industrial Zones Nguyen Xuan Ngoc said that it was forecast that in the coming time, semiconductor industry enterprises would continue to invest and develop in industrial zones with recruitment needs of additional workers in 2024 of 1,866 workers, of which 281 workers with college degrees or higher, 1,585 workers with unskilled labor. In the 2025-2030 period, there would be about 6,300 workers, of which 1,200 workers with college degrees or higher (mainly workers with majors in automation, electronic engineering, electronic equipment, information technology, mechanical engineering, chemical technology, etc.), 5,100 of unskilled labor. However, as the semiconductor industry was a new manufacturing industry in Bac Giang province in particular and the country in general, the main source of trained workers in the semiconductor industry was limited with mainly workers trained in majors related to semiconductors. Therefore, Vietnamese workers recruited by businesses to take on technical and production positions in the semiconductor industry did not meet the professional requirements set by businesses, so businesses must train them from the beginning to understand the operations and work process.

General Director of Hana Micron Vina Co., Ltd. Chung Won Seok wished to train career awareness from the school. Enterprises only selected students wanting to work at Hana Micron, participate in internships and work long-term after graduation. To create human resources to meet the demand for labor in both quantity and quality of businesses in the semiconductor industry, there would be many difficulties, requiring a lot of time and intensive training, requiring synchronized efforts from the state, schools and investors.

In addition, some opinions emphasized that Bac Giang shall quickly deploy a variety of solutions to develop human resources in the semiconductor industry to promptly meet the workforce needs of businesses in Bac Giang.

Closing the seminar, the Standing Vice Chairman of Provincial People's Committee Mai Son thanked the comments, recommendations, and directional suggestions of managers, experts, scientists, and businesses at the seminar. Those enthusiastic opinions were extremely important, serving as a basis to help Bac Giang province build and deploy synchronous and comprehensive solutions, ensuring feasibility in training, development and supply of human resources for the semiconductor manufacturing industry, forming an effective cooperative and training ecosystem between schools and businesses in Bac Giang province in particular and neighboring provinces in general; thereby, improving the quality of the province's labor resources to meet the requirements of the new era, contributing to increasing labor productivity and competitiveness of the economy and creating a favorable investment and business environment to attract investment in the semiconductor industry in the province.

He emphasized that the "Situation and solutions for developing labor resources in the semiconductor industry in Bac Giang province" seminar was the first and important activity, serving as an important foundation and basis for building a plan to train human resources in the province's semiconductor and AI industries.

Based on opinions shared by managers, experts, scientists, and businesses, he requested agencies, organizations, and businesses to participate in the seminar based on their functions, tasks, and Plan No. 20/KH-TU dated June 21, 2021 of the Provincial Party Committee on training, improving the quality of the province's labor resources to meet the requirements in the new period, actively and urgently coordinate with the Department of Labor, War Invalids and Social Affairs to propose relevant contents to advise the province on training plans, creating human resources for the semiconductor and AI industry in the period from now to 2030, contributing to attracting more and more businesses in the semiconductor industry to invest in the province, ensuring the goal of making Bac Giang become a modern industrial province by 2030.

At the seminar, a cooperation signing ceremony took place between Hana Micron Vina Co., Ltd. with Vietnam - Korea College of Technology and Bac Giang Industrial Technical College on training human resources for semiconductors in the OSAT segment.
