The quality of growth is gradually improved. Labor productivity is estimated at 70.1 million VND / person, an increase of 14.3%. GRDP scale increased by 19% to 108,915 billion dong, about 4.7 billion USD. The economic structure continued shifting in the right direction, industry - construction increased by 5.4% to 57.6%; the service sector decreased by 2.1% to 26.6%; agriculture, forestry and fishery dropped by 3.3% to 15.8%, GRDP per capita is estimated at 2,620 USD, up 13.9%.

2. Manufacturing industry - construction

Industrial production increased sharply and was quite comprehensive; All 3 economic sectors and 4 manufacturing industries grew. The index of industrial production increased by 30.5%. Industrial production value is estimated at 209,745 billion dong, up 32.2%, reaching 100.5% of the plan. The output of some industrial products accounted for a large proportion, with a high growth rate such as: Peripheral equipment increased by 40%, integrated circuits increased by 33.3%, commercial electricity increased by 25.8%, sewing products wear increased by 16% ...

Resources for investment in socio-economic infrastructure construction are highly concentrated. Construction activities in the area took place quite actively. Production value of construction industry reached VND 33,655 billion, up 11.2%, exceeding 4% of the plan.

3. Agricultural, forestry and fishery production

In the face of difficulties, challenges of weather, epidemics, etc., agricultural, forestry and fishery production still achieved many important results. The organization of large-scale production, cooperation in value chains, high-tech applications ... has been popularized and replicated.

The structure of crops was shifted towards commodity production, increasing the area of crops of high economic value. The production value on 1 ha of agricultural land reaches 105 million VND.

Breeding and aquaculture develop stably towards VietGap, biosecurity. The African swine cholera epidemic after the booming months is now under control.

The planting, tending and protection of forest development exceed the set plan; the number of violations on illegal deforestation and forest fires sharply decreased.

The NTP on new rural construction has achieved remarkable results. It is estimated that by the end of the year, the whole province will have 114 standard communes, accounting for 55.9% (exceeding the target of 35-40% of the Congress), the average number of criteria will reach 15.8 criteria / commune; no more communes below 9 criteria. Lang Giang district is expected to finish the new Rural district one year ahead of the plan.

4. Trade in Services

Commercial sector, services developed stably. The service sector's production value reached VND 39,440 billion, up 12.7%, exceeding 2.5% of the plan. Total retail sales of goods and services were estimated at VND 29,500 billion, up 15.5%, reaching 100% of the plan.

Total import and export turnover is estimated at 16.9 billion USD (exceeding the target set by the Congress at 12.9 billion USD). Credit growth ensures sufficient capital demand for the economy; total mobilized capital was estimated at 54,805 billion dong, up 19.8%; outstanding loans reached VND 51,810 billion, up 14%.

Tourism services have initially changed; the number of visitors to the province increased sharply, reaching about 2 million visitors a year (twice the target of the Congress).

5. State budget revenues and expenditures

Total state budget revenue was estimated at VND 11,060 billion (more than twice the target of VND 5,200 billion of the Meeting), increasing by 15%, exceeding 35.6% of the estimate; of which domestic revenue was VND 9,760 billion, up 12.1%, exceeding 42.4%.

Total state budget expenditure was estimated at 22,758 billion Dong, up 19.4%, equal to 154% of the estimate; in which, development investment expenditure increased sharply to VND 10,052 billion, up 29.7%, equal to 207.5% of the estimate.

6. Development Investment

Total development investment capital of the whole society was estimated at 53,795 billion dong, up 24%, exceeding 7.6% of the plan. Investment capital of people and enterprises in the non-state sector increased sharply, estimated at VND 29,578 billion, up 18%. Transport infrastructure has been upgraded; infrastructure of industrial parks and industrial complexes has improved significantly; urban infrastructure is promoted, the urban face is improved, more spacious and modern. The proportion of urban population is estimated to reach 22.18%, exceeding 1.7% of the plan (reaching the target of 22 - 23% of the Congress).

Attracting investment, especially FDI, has achieved impressive results. Larger scale investment projects; The quality of projects is gradually improved. As of November 30, 2019, the whole province has granted and adjusted for 227 projects, the total newly and additionally registered capital reached 1.2 billion USD, up 94% over the same period in 2018. Calculated Regarding FDI attraction, Bac Giang province ranked sixth nationwide.

The number of newly established enterprises increased significantly, with 1,265 newly established enterprises, up 8% (ranked 18/63 provinces / cities); The total registered capital was VND 12,895 billion, up 41.2%. The production and business situation of enterprises was generally stable, the number of operating businesses and profitable businesses increased higher than 2018.

II. Cultural and social fields

1. Education and training

Resources for investment in facilities and construction of schools up to national standards have been strengthened. The basic classroom facilities targets planned plans; the rate of schools reaching national standards, reaching 89.8%, exceeding 0.5% of the plan; solidification rate of the whole province reached 90.4%, equal to 100% of the plan.

2. Medical work, people's health care

Material facilities, medical equipment are focused on investment. The rate of communes / wards / towns that meet the national criteria set for health is estimated at 98.3%; the number of beds per ten thousand people reached 26.5 beds, reaching 96.4% of the plan.

Quality of medical services continues to be improved. State management of food safety was focused, strongly decentralized, and had positive changes. Disease prevention is effectively implemented. Developing subjects participating in health insurance continues to achieve high results; The coverage rate is higher than the national average, estimated at 98.8% (exceeding the 80% target of the Congress).

3. Culture, sports, information

Cultural and sports activities are increasingly organized on a larger scale, meeting the needs of the people. Conservation works to promote national cultural heritage and state management of cultural and monuments have been strengthened. Sanitation, environment status at relics and scenic spots have been significantly improved. Mass physical training movement continues to maintain and develop strongly; High-achievement sports have made great progress.

4. People's life, labor, employment and social policy

The work of poverty reduction, implementation of regimes and policies towards people with meritorious services, social security assurance has been paid attention to, with positive results. The rate of poor households continues to decline sharply, to 5.05%; has completed the goal of eliminating poverty for 100% of poor households whose members enjoy preferential policies for people with meritorious services to the revolution.

The percentage of trained workers reached 66.6%; in which the rate of trained workers reaches 44.6%. New jobs have been created for 30,600 employees. Labor structure shifted in the right direction, labor in industrial sector increased sharply. Child care and protection; gender equality, prevention of domestic violence; prevention of social evils is strengthened, achieving many results.  

III. Internal affairs

1. Public administration reform

Completed standardization of a 3-level intercom electronic software system; put into use the provincial web portal and 40 component portals of local departments. Digital signature is deployed to 100% of agencies and units. Level 3 and 4 online public services have been implemented, gradually promoting efficiency.

Focus on arranging, merging villages, residential groups and overall arrangement of commune-level administrative units according to the plan. Up to now, there have been merging 518 villages and small-scale population groups into 232 villages and new residential groups.

2. The reception of people, the settlement of complaints and denunciations

The quality of reception of citizens and settlement of self -studying has been improved. The whole province received 7,570 turns of people to propose to solve 5,552 cases, down 230 people and increase 374 cases compared to 2018; 6,935 applications of all kinds, an increase of 347 applications; the number of petitions under jurisdiction is 2,741, down 88; has reviewed and resolved 2,492 applications, gaining 91%, a decrease of 1.3%.

3. National defense, security, traffic safety

National defense and security have been enhanced to create a stable and favorable environment for socio-economic development. Which has well prepared the conditions for the rehearsal of the Provincial Defense Zone in 2019. Actively deploy the scheme of mobilizing the regular police to hold the title of Commune Police; take initiative in preventing, detecting, denouncing and combating crimes, destroying complex places about social evils, drugs and law-breaking acts.

Traffic accidents were curbed and reduced in all 3 criteria compared to 2018; there were 373 traffic accidents cases in the year, down 77 cases, killing 183 people, down 41 people, injuring 320 people, down 43 people.

Social security is guaranteed, the lives of people and workers continue to improve. Political security, social order and safety are guaranteed, traffic accidents are sharply reduced./.
