1. Industrial production

Key industries with large enterprises continue to produce stably, a number of large-scale investment projects in operation have played an important role in growth. Industrial production value (real price) in 9 months was estimated at 153,540 billion dong, equaling 89.7% of the plan, up 31.3%.

2. Agricultural, forestry and fishery production

In difficult conditions, the production of agriculture, forestry and fishery still achieved positive results. The total cultivated area of ​​the Season is estimated at 65,385 hectares, equaling 100.6% of the plan; productivity of crops is forecasted to be higher than the same period. There are many concentrated production models for high economic efficiency.

In addition to pigs, livestock herds like buffaloes, cows, poultry ... in the province are basically stable. Localities promote farm animal husbandry, organize production in a closed chain; New models have appeared for high economic efficiency.

Aquatic production continues to be focused on developing towards VietGAP; there are 1,495 hectares of standard seafood, equal to 78.4% of the plan; harvest of commercial fish reached 33,015 tons, equaling 71.8% of the plan, up 9% over the same period.

The targets of planting, tending and protecting forests exceed the annual plan. Has planted 7,388 hectares of concentrated forest, reaching 147.8% of the plan; the number of violations of forest protection and fire law has decreased sharply compared to the same period last year.

The NTP on new rural construction has been focused on directing. In 9 months, 11/25 more communes were recognized as meeting new rural standards, bringing the total number of standard communes to 100 communes, reaching the rate of 49%; The average number of new rural criteria has reached 15.5 criteria / commune, exceeding 0.7% of the plan, up 1.2 criteria / commune compared to the end of 2018. Lang Giang district has now achieved 5/9 new rural district criteria, expected to finish in 2019 as planned.

3. Attracting investment and enterprise development

Attracting investment and developing businesses achieved impressive results. Newly granted and adjusted for 147 projects, the total newly and additionally registered capital reached US $ 987 million, up 83.9% over the same period (only newly registered FDI capital was US $ 715.4 million). , 5.1 times). There were 947 newly established enterprises, up 9.7% over the same period; The total registered capital was 9,333 billion Dong, up 34.5%; There were 203 enterprises operating again, up 52.6%. 

4. Trade, services, finance, banking

Total retail sales of goods and services were estimated at VND 20,392 billion, up 13% over the same period, reaching 69.1% of the plan.. 

Export value reached US $ 6.15 billion, up 19.3%, reaching 73.2% of the plan; import 6.0 billion USD, up 26.6%, gaining 74.9% of the plan.

As of September 30, 2019, the total mobilized credit will reach VND 53,970 billion, up 18%; outstanding loans reached 49,695 billion VND, up 9.3%; Bad debt was VND 335 billion, accounting for 0.67% of total loans, down 0.07% compared to December 31, 2018.

5. State budget revenue

State budget revenue has exceeded the yearly estimate. Total domestic revenue in 9 months was estimated at 7,475 billion dong, up 15.3% over the same period, exceeding 9.1% of the estimate; domestic revenue minus land use fee reached 3,415 billion Dong, up 31%, equal to 88.6% of the estimate.

II. Cultural and social fields

1. Education and training

Education and training continue to grow. The percentage of graduates reached 98.2%. Direct and accelerate the investment in construction of school facilities and construction and repair of hygienic works.

2. Medical work, people's health care

The quality of health care and people's health care has been raised. Preventive medicine is focused on direction; no dangerous epidemic occurred in the area. The state management of food hygiene and safety has changed. The rate of establishments, production and business granted food safety certificates increased over the same period. Facilities are focused on investment. The quality of medical examination and treatment has been raised.  

3. Cultural activities, sports, tourism

Many cultural activities are organized on a large scale, meeting the needs of the people. Mass sports movement has developed strongly in both quantity and quality, attracting a large number of people to participate. 

4. Social security, taking care of people's lives

To fully and promptly implement social security assurance policies and policies for people with meritorious services; effective poverty reduction work; The living standards of the people and workers have been improved, without hunger.

Promote job creation, timely solve unemployment insurance for unemployed workers. As of August 31, 2019, the whole province has 7,302 people participating in voluntary social insurance, reaching 150% of the plan.

Admissions to vocational training have changed; up to now, vocational schools in the area have recruited 1,590 pupils, students, reaching 96.4% of the year plan.

III. Internal affairs

1. The reception of people, settlement of complaints and denunciations

The whole province continued to organize 5,869 turns of people to propose the settlement of 4,151 cases, down 103 times over the same period; received 5,604 applications of all kinds, an increase of 370 applications; the total of 2,184 applications to be processed; 1,854 applications were completed, reaching 85%, increasing by 1.6%.

2. National defense - security, ensuring traffic order and safety

Strengthen prevention, detection, investigation, handling, reduction of crimes and legal violations related to violence and sexual abuse of children. Focus on doing well the prevention, fighting and suppressing the crime; eliminate complicated places of social order and drugs in the area. Political security, basic social order and safety are stable.

The task of ensuring traffic order and safety was carried out synchronously and drastically. In 9 months, the whole province happened 304 accidents, down 60 cases (16.4%), killing 152 people, reducing 12 people (7.3%), injuring 267 people, reducing 36 people (11.8% ) over the same period in 2018.

It can be seen that, in the first nine months of 2019, the province's socio-economic situation achieved many important and comprehensive results in all fields. Many basic socio-economic targets have reached the plan. The growth rate is in the leading group of the whole country, industrial production continues to make a breakthrough. The concentrated socio-economic infrastructure has improved significantly. State budget revenues, especially direct revenues from production and business activities, increased sharply. Attracting investment and development continues to prosper.

The fields of education, training, health care for the people have been progressing; Social security is guaranteed, people's life is basically stable and gradually improved. Successfully organized many large-scale cultural and sport events contributing to the province's status. The administrative reform, government building and anti-corruption have been promoted and achieved positive results; political security, social order and safety are guaranteed, traffic accidents decrease compared to the same period./.
