Two provinces of Bac Giang and Hau Giang exchange experiences on administrative reform and improving competitiveness indexes

On the afternoon of April 4, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Le Anh Duong worked with the delegation of Hau Giang province led by Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Dong Van Thanh on improving the indexes: Competitiveness (PCI); administrative reform (PAR Index), measurement of organizational and citizen satisfaction (SIPAS), public administration effectiveness (PAPI).

According to the report at the meeting, the economy of Bac Giang province continued to grow high and stable. The average growth rate in the 5 years of 2016-2020 reached 14%, the period of 2021-2023 reached 14%, in the group of leading the country. In the first 3 months of 2024, the economic growth rate (GRDP) reached 14.18%, ranking first in the country. By the end of 2023, the province's GRDP scale reached 181.9 trillion VND, 7.5 times higher than in 2011, 2.7 times higher than in 2016, an increase of 14.5% compared to 2023; ranking 12th in the country, contributing partly to the total scale of the country's economy.

The socio-economic infrastructure system, especially transport, urban, industrial and service infrastructure, was invested synchronously, promoting intra-regional and regional connectivity. The business investment environment was constantly improving and among the top in the country. Administrative reform had a breakthrough, creating fundamental changes, promoting the attraction of resources for development, etc.

In 2022, Bac Giang province had the PCI index ranked 2nd in the country; PAR Index ranked 4/63 provinces and cities; SIPAS index ranked 44/63 provinces and cities. In 2023, the PAPI index ranked 10/63 provinces and cities.

To improve the indicators, Bac Giang province had many policies, solutions, models, focusing on leadership, direction, administration, and organization to carry out the tasks of improving the business investment environment, enhancing provincial competitiveness with the "taking the satisfaction of people and businesses as a measure for service" motto. In leadership and direction, the province had been proactive, drastic and innovative in directing and operating work, creating synchronous participation from all levels, sectors and the entire political system, linking administrative reform with improving the business investment environment and enhancing provincial competitiveness.

Proactively issue documents to lead, direct, and administer the improvement and maintenance of indicators. At the same time, continue to propagate the content, purpose, meaning of the indicators and the government's responsibilities in implementing the improvement and enhancement of the efficiency of public administration.

Immediately after announcing the official results of the annual indicators, the province organized an in-depth analysis conference to clearly identify shortcomings, limitations, and bottlenecks. From there, assign specific tasks to each leader of the Provincial People's Committee, each agency and unit responsible for presiding over the completion time. Set score and rank goals along with regular monitoring and evaluation to achieve the set goals. Focus on effectively implementing "3 strategic breakthroughs including breakthrough in strategic infrastructure development, breakthrough in building administrative institutions and breakthrough in human resource training".

In addition, the province focused on administrative reforms, putting the Provincial and District Public Administration Service Center System into operation according to the 5 on-site principles of "receiving, appraising, approving, stamping and returning results" and improve the efficiency of the modern commune-level Receiving and Returning Results department. Identify digital transformation as one of the key tasks in administrative reform, improve the investment environment, creating transparency and convenience in serving organizations and individuals.

The planning work determined by Bac Giang must be strategic, always be one step ahead to attract investment resources and receive special attention. The province implemented a number of new ways to support and remove difficulties for investors by building a culture of accompanying investors and businesses, creating open and friendly spaces. Improve the effectiveness of interaction between the government and people, investors and businesses. Build a "Friendly Government" model in 209/209 communes, wards and towns in Bac Giang province, build a style of "respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people", taking people and businesses as the service center.

Bac Giang province deployed many channels to receive information and interact between people, businesses and state agencies to support solving difficulties and obstacles for people and businesses. Promote the implementation, application, and replication of good initiatives and models in administrative reform. Strengthen direction and implementation of administrative reform, regularly review and simplify administrative procedures. Focus on improving the quality of service to people and businesses to create satisfaction from people and organizations when dealing with administrative procedures at all levels of government.

At the meeting, delegates focused on exchanging experiences and solutions on improving component indexes; improving the rate of documents processed on time; non-cash payment; investment attraction policies; problems in site clearance; assignment of responsibilities of provincial agencies in implementing each index PCI, PAR Index, PAPI, SIPAS; activities of community digital technology groups; administrative reform in administrative control; effectively deployment of the friendly government model; the province's own mechanisms and policies in training and fostering human resources, attracting investment, arranging organizational apparatus, and developing the local economy, etc.

Speaking at the meeting, Chairman of the Provincial People's Committee Le Anh Duong said that although Bac Giang had achieved positive results, there were still some limitations and difficulties. In the process of implementing tasks, the province drew lessons from experience. That was, in direction and administration, institutional content must be well done in a transparent and clear direction. Promote decentralization and authorization to promote proactiveness and enhance responsibility for performing tasks of agencies, localities, and individuals; strengthen inspection and urging. Prioritize and devote investment resources to information technology infrastructure in a modern, synchronous and effective direction. For administrative procedures in environmental resources, it was necessary to build an electronic land database, thereby facilitating management and easily speeding up the progress of resolving administrative procedures; public and transparent planning information. Promote digitization of records and results of administrative procedure resolution. Pay attention to the selection and training of staff, especially the team directly receiving and processing administrative procedures documents.

Speaking at the meeting, Chairman of People's Committee of Hau Giang province Dong Van Thanh congratulated Bac Giang province's outstanding results on socio-economic development, administrative reform, improvement of competitiveness and people's satisfaction towards the services of state administrative agencies. At the same time, he thanked the province for sharing about measures to improve indicators.

Through sharing at the meeting, some experiences of Bac Giang province that Hau Giang could learn were: High spirit of determination, responsibility of the team of officials and civil servants and the role of the leader in perform mission. Pay attention to building provincial policies and mechanisms to implement tasks. Increase investment in resources for information technology facilities and infrastructure.

He emphasized that Bac Giang province had many good, creative ways and effective models and initiatives in improving indicators by launching competitions bringing high efficiency in awareness and action. The inspection, evaluation, reward, and timely encouragement of officials, civil servants, and public employees shall be carried out. From the experiences of Bac Giang province, Hau Giang province would research and apply locally to gradually improve the PCI, PAR Index, SIPAS, and PAPI indexes.
